More than two billion women and men make their living in the informal economy. For governments, informality results in a loss of fiscal revenues and social security contributions, and undermines the rule of law; for workers, it usually means lack of social protection, rights at work and decent working conditions; and for enterprises, it gives rise to low productivity, reduced access to finance and other resources, and unfair competition.
Informal workers are severely impacted by the COVID-19 pandemic. For many women and men in the informal economy, not working and staying at home means losing their jobs and their livelihoods. The International Labour Organization estimates that income losses could result in an increase in relative poverty for informal workers and their families by almost 34 percentage points globally.
The Global Deal has recently published a thematic brief to underline the vital role that social dialogue can play in effectively supporting a progressive transition to the formal economy, in the context of the 2030 Agenda for Sustainable Development and the relevant International Labour Standards.
